FISD Voters to Consider $798 Million Bond Package

A Frisco ISD community meeting will be held on Monday, April 24, at 7 p.m. at Staley Middle School for all citizens interested in learning more about the bond program.

FISD Board of Trustees called a bond election based on the work and recommendations of the 35-member Citizen’s Bond Committee.

The bond committee reviewed current facilities, current bond program projects and enrollment projections for the future, and proposed a package to take the district to 52,000 students.
This bond package will provide for:

School/Instructional Facilities

  • 10 Elementaries (44 total) $174,562,742
  • 6 Middle Schools (14 total) $185,789,963
  • 3 High School (7 total) $235,734,493
  • Design/Site Work High School #8 $15,000,000
  • Career and Technology Education Center (CATE), Phase 2 $18,500,000
  • Ag Science/Manufacturing Facility (CHS) $750,000
  • Frisco High/Rogers Elementary renovations/additions $2,500,000
  • Acker/Student Opportunity Center upgrades $8,500,000
  • Subtotal (includes <2% contingency) $641,337,198
  • Land and Site Development costs $46,000,000
  • 16 sites and development costs for 20 sites
  • 10 elementary, 5 middle school, 1 high school

In regard to the tax rate, the worst case scenario is that the debt service tax rate could increase 19 cents due to the issuance of these bonds. The current average home value in FISD is about $231,000 – the monthly impact on the tax bill of a homeowner with a home at this value would be $34 a month under this worst case scenario. Bonds are only sold as and if they are needed. Since 1998, FISD has been in the process of issuing $894 million in bonds to construct schools – 21 so far, with six more to open this fall and four more in 2007. Because of the healthy increases in the tax base and the diversity of the tax base (only 58 percent is residential) the debt service tax rate is actually six cents lower now than it was in 1998.
Election Day voting is May 13; early voting will be conducted May 1-May 9.
