Procurement Guidelines

Effective District Procurement is a cooperative venture between the Procurement Department, District Staff and Approved Vendors.

These Guidelines will:

  • Provide guidance to school district employees at the campuses and department levels in requisitioning materials, equipment and services

  • Inform district staff of the appropriate Procurement laws for district purchases

  • Acquaint vendors with the school district's Procurement policies and procedures

  • Promote consistency in Procurement applications throughout the school district processes

  • Provide information related to Expenditures and Revenues

All district personnel with purchasing authority should be familiar with the legal requirements for purchasing prescribed in Education Code Chapter 44.031 and Board of Education Policy CH's. See the Purchasing Ethics & Laws.

All Frisco ISD purchases and acquisitions must meet these legal requirements. In order to assure legal compliance with purchasing law, the district has elected under Texas Government Code 2155, Subchapter I to participate in cooperative purchasing programs.
